He is serves the Director of the Hillsborough County Health Department (HCHD) which is the fourth largest of Florida’s health departments. Dr. Holt earned his medical degree from the University of South Alabama in 1984. He moved to Tampa where he completed his residency in internal medicine at the University of South Florida College of Medicine and his fellowship in infectious disease. He served as the Division’s first Chief Fellow and was also named the “Cuba Geigy Outstanding Resident.” After completing his fellowship, Dr. Holt joined the USF faculty in 1989.

Dr. Holt’s energy brought many changes to the Division. He pioneered collaborative work with the burn unit, solid organ transplant, BMT and trauma. He was recognized in 1990 and again in 1991 as “Best Teacher” by the fellows. He guided the fellowship program and helped start the first HIV ward in Florida.
He has been PI or co-PI on 57 research protocols, secured a $1 million HUD grant for a research facility buildout and authored 21 peer-reviewed publications. He is a graduate of the Public Health Leadership Institute Class 1. Prior to being appointed as the Director of the Hillsborough County Health Department he was the Chief of Medical Staff for two years. Dr. Holt was also the Acting Deputy State Health Officer in September of 2001 to February 2002 and helped direct the anthrax investigation in Lantana, Florida. As a Professor and Associate Director, Dr. Holt convenes our public health conference, assists with RRC preparation, and actively attends on infectious disease rounds. He is acclaimed as an outstanding teacher by students, residents and fellows. One of his primary goals has been the integration of public health services and those of the university, a seamless system that would enhance patient care and avoid duplication of service. Through his efforts, the Florida Department of Health and USF have cooperative agreements that provide $600,000 a year to obtain professional medical services from university professors who serve in the critical public health positions of communicable disease and HIV research. He is actively pursuing affiliating the state IRB and the USF IRB.

He is most proud of fostering research. During his tenure as Professor and Health Department Director literally hundreds of research studies have been completed and grants submitted. He has been named “Outstanding Teacher in Infectious Disease” and has also been a charter member of the Cardiac Transplant and Liver Transplant Teams at Tampa General Hospital.
